Do I need to file taxes if I only have foreign income?
Yes. As a Portuguese tax resident, you must file an annual IRS declaration even if all your income is from abroad. The filing period is April 1 to June 30. Under NHR status, your foreign income may be exempt or taxed at a reduced rate, but you still need to declare it.
What about US taxes?
US citizens are taxed on worldwide income regardless. You'll file both Portuguese IRS and US 1040. Use the Foreign Earned Income Exclusion (FEIE) or Foreign Tax Credit (FTC) to avoid double taxation.
