Golden Visa — Settlement Checklist

The Golden Visa (ARI — Autorizacao de Residencia para Atividade de Investimento) provides residency through qualifying investment. Unlike other visas, you only need to spend an average of 7 days per year in Portugal. However, you still need to complete registrations, maintain your investment, and renew on schedule. The program has changed significantly — real estate purchases no longer qualify as of October 2023.

Complete your qualifying investment

Since October 2023, qualifying investments are: investment funds (minimum 500,000 EUR), capital transfer (1.5 million EUR), company creation (10+ jobs or 500,000 EUR), scientific research (500,000 EUR), cultural heritage (250,000-500,000 EUR). Real estate purchases no longer qualify for new applications.

Apply for Golden Visa through AIMA

Submit your application online through the AIMA portal. Include all investment documentation, criminal record certificates, and health insurance. Processing times vary — currently 6-12 months.

Get your NIF (if not already obtained)

Non-EU applicants need a fiscal representative to get a NIF. Many law firms handling Golden Visa applications include this service. Once you become resident, you can remove the fiscal representative.

Open a Portuguese bank account

Required for investment transfers and tax obligations. Some banks have dedicated teams for Golden Visa clients. Major banks used for this: Millennium BCP, Novo Banco, CGD.

Attend biometrics appointment at AIMA

Once your application is pre-approved, you'll be called for a biometrics appointment (fingerprints and photo). This is when you must be physically in Portugal.

Receive your residence permit card

After biometrics, your residence card is mailed within 2-4 weeks. Initial permit is valid for 2 years. This card allows visa-free travel throughout the Schengen area.

Establish your Portuguese address

Even with minimal stay requirements, you need a Portuguese address for official correspondence. This can be a property you own or a fiscal address through your lawyer. Update your address at Financas.

Register for tax obligations

Even with minimal time in Portugal, you have tax filing obligations if you're registered as resident. Consider your worldwide tax situation carefully. NHR status may be beneficial depending on your income sources.

Meet minimum stay requirements

You must spend an average of 7 days per year in Portugal (14 days across the initial 2-year permit period). Keep evidence: flight tickets, hotel bookings, credit card statements, border crossing records.

Maintain your qualifying investment

Your investment must be maintained for the full 5-year period until permanent residency. For investment funds, this means keeping your capital invested. For company creation, the jobs must be maintained. Annual certification may be required.

First renewal at 2 years

Apply for renewal 30-60 days before expiry. You must prove: investment is maintained, minimum stay was met, no criminal record. The renewal is for 3 years.

Consider permanent residency at 5 years

After 5 years of legal residence, you can apply for permanent residency. This removes the need to maintain the investment and eliminates stay requirements (though there is a 2-year absence limit).

Consider citizenship at 5 years

Portugal allows citizenship applications after 5 years of legal residence. Requires A2 Portuguese language certificate (CIPLE exam), clean criminal record, and proof of connection to Portugal.

Ongoing obligations throughout

File IRS annually (even if you have no Portuguese income), maintain valid health insurance, keep your Financas address updated, and respond to any AIMA correspondence. Late filings or missed renewals can jeopardize your status.

Watch out

  • Real estate purchases NO LONGER qualify for new Golden Visa applications as of October 2023
  • The 7-day minimum stay is strictly enforced at renewal — keep boarding passes and hotel receipts
  • Your investment must be maintained for the full 5 years. Selling early voids your visa
  • Portuguese tax filing is required annually even if you spend minimal time in the country
  • Processing times have been very long recently (6-12+ months). Budget for delays
